power steering & vacuum pump not operational (missing 12V)

I tried to drive one of Berlingo which was standing for 2 months.
Noticed no vacuum pump (hard brake) and no power steering.
Checked voltage on both pumps and it's missing 12V :<
all other equipment is working (lights, power windows, central locking, radio etc..)

Had anybody had such problem? There must be wire which activates all 12V systems when ignition is on.
checked fuses - all were OK.

both pumps were operational and are working when you give them "short 12V" directly from battery....

anybody know where to look?
