The Lease is optional and you may purchase the battery if you wish. The government has nothing to do with this decision. Don't forget to add diesel cost to the VW.

I dont get the stealth tax, Battery lease is an option to reduce the capital investment, by leasing the battery from the makers rather than buying it. For commercial users who generally lease the vehicle anyway, it makes little difference. For personal use, some dont have the capital to invest in a complete vehicle and feel that the lease option also gives them a feeling of security should the pack develop a fault. But its nothing to do with Government or Tax.
Originally Leafs had no lease option but they do now, and Renaults had no purchase option but thats aparently on the way. I think you will find this van has both options.

My local Nissan dealer uses one of these to deliver parts, last time they delivered to me I said 'lets 'ave a go then' , to my surprise the parts man said 'there you go then' and vacated the driver's seat. I had never driven an EV before and I thought it was pretty awesome. I think it is what made me look around to see if there was anything remotely similar but within my budget (I am a mechanic so I tend to buy old cheap cars!) and I now have a 2003 Berlingo Electrique :) In future I might be tempted with an NV200 , when they are cheaper.
