It is possible that that one cell was faulty from the start and therefore the very reason why you couldn't travel above 20mph. Once the whole pack is charged you can remove that one cell and see how it goes. Charging with a missing cell would cause an overvoltage problem across the pack, unless you ...

According to the website Grumpy it has 20 cells, 60V at 70Ah. (4.2kWh) Not sure that TS or Winston ever made a 70Ah cell, so maybe they were between iterations when they wrote the tech spec. They quoted 100 mile range, which would have to be at an average consumption of 42Wh/mile, not even bicycles ...

Another test completed, this time with a current shunt in circuit to get some useful data. I just rigged up a datalogger and found a stretch of disused road to play on. Although the road was not long enough to allow me to run up to top speed, I was reaching 60kmh in under ten seconds and it felt like 70-80 was achievable because it had more to give. The woodruff key has been replaced (humourously with one designed for a Lambretta scooter, it's a perfect fit !) I've moved on with a few other things too.
