I've just come back from the official opening of the charging points in Leamington Spa. There are two charging bays at St. Peter's car park and two more at Covent Garden car park. Up to two hours charging is free, although you still have to pay the normal car parking charge.
The charging bay at St. Peter's has already been used by one electric car owner. The local council are going to be monitoring usage - if the charging points get used a lot they will install other charging bays in other towns across Warwickshire.
